Elham has specialized experience in heavy-civil construction projects and has successfully implemented unique and diverse methods of project delivery. He has managed more than $10 Billion of Design-Build and PPP projects.
He received his undergraduate and master’s degrees from North Carolina State University and is currently registered as a Professional Engineer in South Carolina, North Carolina, Virginia, Georgia, Florida, Michigan, Pennsylvania, Tennessee, Texas, Virginia, and West Virginia.
Mr. Farzam is responsible for the overall strategic direction and growth of ICE and he provides guidance on major pursuits and PM/CM opportunities.
