Mr. Scarce has worked in the field of hydrologic / hydraulic design since 1988 and is the Vice President of Water Resources for the firm. He is experienced in storm drainage designs, erosion and sediment control, stormwater management, and water quality BMP designs for MS4 compliance. He also has extensive experience with the modeling of streams, culverts, and bridges using WSPRO, HEC-2, and HEC-RAS. Throughout his career, Mr. Scarce has performed numerous FEMA flood insurance studies involving no-rise studies, CLOMRs, LOMRs, and floodway modifications. He has worked on watershed studies using HydroCAD and HEC-HMS for drainage basins ranging from as small as a few acres to basins as large as 20 square miles. His drainage design experience includes private, municipal, and state government urban and rural transportation facilities, as well as, large scale municipal watershed improvement projects.

Mr. Scarce received his bachelor’s degree in civil engineering from Virginia Polytechnic Institute and is a licensed Professional Engineer in South Carolina, North Carolina, Georgia, Virginia, and Florida.
