Mr. LeMin serves as a Vice President and Lowcountry Construction Services Manager for ICE. He has worked in the heavy highway civil construction field since 1995 and has filled the roles of Project Manager, Design Manager, and CE&I / Quality Control Manager. He is responsible for managing field and subcontract work, developing project schedules, coordinating design efforts, resolving plan discrepancies, creating contract estimates, coordinating utilities, reviewing plans and shop drawings, and developing contract submittals. Mr. LeMin also has experience performing field surveying and on-site quality control testing, sampling, and inspections. Additionally, he has been responsible for obtaining USACE, SCDHEC, and local municipality permits. His vast experience serving as the CEI Manager and Quality Control Manager on numerous assignments gives him the knowledge and understanding to ensure the successful delivery of a quality project.
Mr. LeMin received his bachelor’s degree in civil engineering from the Virginia Polytechnic Institute and State University and is a licensed Professional Engineer in South Carolina.
