Mr. Metts joined ICE after serving 25 years with SCDOT. During his final six years with the Department, Mr. Metts served as Director of Preconstruction, where he directed a multidisciplinary staff responsible for: survey, project development, design, and right of way acquisition for projects across the state. His division was responsible for delivering over $500 million worth of projects per year to a construction letting. Prior to becoming Director, Mr. Metts served as the Pee Dee Regional Production Engineer where he oversaw project development activities and supervised design and program management staff for the 13 County Pee Dee Region of South Carolina. Additionally during his career, Mr. Metts served as the State Bridge Design Engineer and as the I-73 Project Manager. He is currently the Vice President of Special Projects / Program Management responsible for directing the overall efforts of various project teams on state and municipality projects throughout South Carolina. He ensures ample resources are provided for each project and addresses all contractual issues, obligations, and negotiations with clients and other stakeholders.

Mr. Metts obtained his bachelor’s degree in Civil Engineering from Clemson University and is a licensed Professional Engineer in South Carolina.
