Mr. Gwinn joined ICE after a 30-year tenure with the South Carolina Department of Transportation (SCDOT) where he served in various roles including Project Engineer, Construction Engineer, District Construction Engineer, and District Engineering Administrator. As the Vice President of Construction Management/ CE&I Services in Upstate South Carolina, Mr. Gwinn manages civil engineering and inspection personnel for major, heavy highway and bridge construction projects. He ensures all projects are built to state and AASHTO specifications, fosters innovative partnering with resource and utility agencies and contractors, and is responsible for the overall operational management staff, inspection, and safety during construction.
Mr. Gwinn received his bachelor’s degree in civil engineering from Clemson University and is a licensed Professional Engineer in South Carolina and Georgia.
