False River Regional Airport (HZR) Airfield Pavement Rehabilitation
This airfield pavement rehabilitation project involved full-depth reconstruction, milling and overlay on runway 18-36 and connector taxiways, runway 18-36 full-depth repairs, parallel taxiway sealcoat, and pavement markings at the False River Regional Airport. ICE was responsible for bidding phase services that consisted of the following:
Coordinating bidding dates
Preparation of advertisement for bid
Answering bidder’s questions
Preparing and distributing necessary addenda
Distributing plans and specifications to interested bidders
Planning for and attending Pre-Bid Conference
Preparing for and attending bid openings
Evaluating and tabulating bids
Providing recommendations for project award
Grant administration services.
ICE Aviation professionals also managed the construction administration that involved assisting the Airport with monitoring and documenting progress for quality, cost, and liability control; reviewing contractor payment requests, submittals and shop drawings; attending the final project inspection; and completing record drawings. Additionally, ICE provided an resident project representative (RPR) services which included:
Coordinating pre-construction conferences
Answering contractor’s questions
Preparing and submitting a weekly report
Attending pre-installation meetings with the contractor and owner
Reviewing and approving contractor’s quality control plan
Approving all samples, catalog data, schedules, shop drawings, laboratory, and mill tests of materials and equipment
Evaluating contractor’s construction schedules
Responding to contractor’s requests for information (RFI)
Reviewing contractor’s proposed scope changes
Preparing supplemental field drawings
Coordinating quality assurance testing
Responding to project representative’s non-conformance reports (NCR)
Certifying partial and final payment applications
Preparing any change orders as needed
Conducting a final inspection
Preparing final as-built drawings based on the as-constructed drawings provided by the Contractor
